WASHINGTON – (AD) – Nachfolgend veröffentlichen wir die Rede von US-Präsident Barack Obama zu den Öl- und Gassubventionen vom 29. März 2012.


"Vielen herzlichen Dank. Nehmen Sie bitte Platz. Es tut mir Leid, dass wir nicht mehr genau im Zeitplan sind, aber ich dachte, dass es ein großartiger Tag ist, um den Rose Garden zu genießen.

Heute stehen die Mitglieder des Kongresses vor einer einfachen Entscheidung: Sie können sich auf die Seite der großen Ölfirmen stellen oder auf die Seite der amerikanischen Bürger.

Gegenwärtig erzielen die größten Ölfirmen Rekordgewinne – Gewinne, die jedes Mal steigen, wenn die Menschen den Tank in ihrem Auto füllen. Zusätzlich zu den Rekordgewinnen erhalten die Ölfirmen jedes Jahr Milliarden US-Dollar an Steuergeldern als Subventionen. Das sind Subventionen, die sie im vergangenen Jahrhundert Jahr für Jahr erhalten haben.

Denken Sie einmal darüber nach. Es ist so, als würde die amerikanische Bevölkerung doppelt belastet werden. Sie zahlen bereits einen hohen Preis an der Zapfsäule. Darüber hinaus war der Kongress bisher der Meinung, es sei eine gute Idee, der Ölindustrie weitere Milliarden US-Dollar in Form von Steuergeldern zu geben.

Es ist ja nicht so, dass diese Unternehmen nicht auf eigenen Füßen stehen könnten. Im vergangenen Jahr erzielten die drei größten US-Ölfirmen mehr als 80 Milliarden US-Dollar Gewinn. Exxon verdiente fast 4,7 Millionen US-Dollar pro Stunde. Wenn der Ölpreis steigt, steigen auch die Preise an der Tankstelle und somit auch die Gewinne dieser Unternehmen. Eine Analyse hat tatsächlich gezeigt, dass jedes Mal, wenn der Benzinpreis um einen Cent steigt, diese Firmen weitere 200 Millionen US-Dollar Gewinn pro Quartal machen. Gleichzeitig unterliegen diese Unternehmen bei ihren Investitionen einem niedrigeren Steuersatz als die meisten anderen Unternehmen, was teilweise daran liegt, dass wir ihnen jedes Jahr Milliarden US-Dollar an Steuergeschenken machen.

Ich möchte deutlich machen, dass wir alle wissen, dass Ölbohrungen ein wichtiger Bestandteil unserer umfassenden Energiestrategie sein müssen. Wir wollen, dass es den US-Ölfirmen gut geht. Wir wollen, dass sie erfolgreich sind. Aus diesem Grund haben wir unter meiner Regierung etwa 4.000 km² Böden und Gewässer in Bundeseigentum für die Öl- und Gasgewinnung freigegeben. Wir haben die Zahl der betriebenen Bohrplattformen auf ein Rekordhoch vervierfacht. Wir haben genug Öl- und Gas-Pipelines hinzugefügt, um die Erde einmal umrunden zu können und noch darüber hinaus. Gestern haben wir den nächsten Schritt für mögliche neue Öl- und Gaserkundungen im Atlantik angekündigt.

Es ist also eine Tatsache, dass wir gegenwärtig mehr Öl als in den vergangenen acht Jahren produzieren und weniger Öl importieren. Zwei Jahre in Folge haben die Vereinigten Staaten weniger Öl aus anderen Ländern importiert als sie im eigenen Land produzieren – zum ersten Mal in mehr als zehn Jahren.

Der amerikanische Erdölsektor erlebt also einen Aufschwung. Der Ölindustrie geht es gut. Angesichts von Rekordgewinnen und einer steigenden Produktion mache ich mir keine Sorgen um die großen Ölunternehmen. Angesichts der hohen Ölpreise überall auf der Welt gibt es mehr als ausreichend Anreize, sogar noch mehr Öl zu fördern. Daher ist es meines Erachtens an der Zeit, dass sie ohne die Unterstützung der Steuerzahler zurechtkommen, die Probleme haben, ihre Rechnungen zu begleichen oder ihr Auto vollzutanken. Ich finde es seltsam, dass einige Kongressabgeordnete, die unter den Ersten sind, die Investitionen in neue Energiequellen bagatellisieren, diejenigen sind, die sich am stärksten für die Erhaltung der Geschenke an die Ölfirmen einsetzen.

Anstatt einem Industriezweig Steuergeschenke zu machen, der niemals einträglicher war, sollten wir dieses Geld nutzen, um unsere Investitionen in saubere Energietechnologien erheblich zu verstärken, die nie vielversprechender waren – Investitionen in Wind- und Solarenergie, Biokraftstoffe, Investitionen in Kraftstoff sparende Autos und LKW sowie Energie sparende Häuser und Gebäude. Das ist die Zukunft. Nur so werden wir die Spirale hoher Benzinpreise durchbrechen können, die Jahr für Jahr auftritt. Während des Wirtschaftswachstums gibt es nur dann sinkende Benzinpreise, wenn es der Volkswirtschaft schlecht geht. Das ist nicht das Muster, das wir für uns wollen. Wir wollen, dass es der Volkswirtschaft gut geht und die Menschen in der Lage sind, für ihre Energiekosten aufzukommen.

Bedenken Sie, dass wir uns aus diesem Problem nicht einfach „herausbohren“ können. Wie bereits gesagt, der Ölwirtschaft in den Vereinigten Staaten geht es sehr gut und es geht ihr auch bei steigenden Benzinpreisen gut. Der Grund ist, dass wir mehr als 20 Prozent des weltweiten Öls verbrauchen, aber nur über zwei Prozent der weltweit bekannten Ölreserven verfügen. Das bedeutet, dass wir zwar jeden Tropfen amerikanischen Öls fördern könnten, aber noch immer Öl aus anderen Ländern importieren müssten, um die Differenz auszugleichen. Wir wären noch immer von anderen Ländern abhängig, um unseren Energiebedarf zu decken. Da es sich um einen Weltmarkt handelt, hilft die Tatsache, dass wir hier in den Vereinigten Staaten mehr tun, nicht unbedingt, weil auch die US-Ölfirmen ihr Öl auf dem Weltmarkt verkaufen. Sie verkaufen es nicht nur im Inland. Daher ist es so, dass bei einem Anstieg der weltweiten Nachfrage auch die Preise anziehen.

Das ist nicht die Zukunft, die ich für die Vereinigten Staaten anstrebe. Ich möchte nicht, dass die Menschen, die hier im Publikum sitzen, jedes Mal mehr an der Tankstelle bezahlen müssen, wenn es Unruhen im Nahen Osten gibt und Ölspekulanten nervös werden, wenn es darum geht, ob die Nachfrage gedeckt werden kann. Ich möchte nicht, dass unsere Kinder Opfer von Entwicklungen auf der anderen Seite der Erde werden.

Ich möchte, dass wir unser eigenes Schicksal selbst bestimmen. Ich möchte, dass wir unsere eigene Zukunft gestalten. Das ist der Grund, warum die Vereinigten Staaten, solange ich Präsident bin, eine allumfassende Energiestrategie verfolgen werden, was bedeutet, dass wir die Erschließung unserer Öl- und Gasreserven weiterhin energisch und verantwortungsvoll vorantreiben werden. Das bedeutet aber auch, dass wir weiterhin fortschrittliche bei uns angebaute Biokraftstoffe entwickeln werden, die bereits überall in den Vereinigten Staaten in LKW eingesetzt werden.

Wir werden weiterhin in saubere Energie wie Windkraft und Solarenergie investieren, die bereits Tausende Haushalte mit Strom versorgt und Tausende Arbeitsplätze schafft. Wir werden weiterhin mehr Autos und LKW produzieren, die sparsamer sind, damit Sie nur noch einmal alle zwei Wochen statt wöchentlich tanken müssen. Wir werden mehr Häuser bauen und Unternehmen gründen, die weniger Energie verschwenden, damit Sie Ihre Energierechnungen zahlen können.

Wir werden all dies tun, indem wir unsere unerschöpflichste Ressource nutzen: den amerikanischen Erfindergeist und die amerikanische Vorstellungskraft. Das müssen wir weiterhin fördern. Das steht gegenwärtig auf dem Spiel. Das ist die Wahl, vor der wir stehen. Das ist die Entscheidung, die der Kongress heute fällen muss. Er kann entweder dafür stimmen, weitere Milliarden US-Dollar an Subventionen auszugeben, durch die wir in der Vergangenheit verharren, oder er kann dafür stimmen, die Steuersubventionen für die Unterstützung der Ölförderung zu beenden, die nicht notwendig sind, damit wir in die Zukunft investieren können. So einfach ist das.

So lange ich Präsident bin, setze ich auf die Zukunft. Die Menschen, mit denen ich überall im Land gesprochen habe, darunter auch die Menschen, die sie heute hinter mir sehen, setzen ebenfalls auf die Zukunft. Das ist das, was wir als Amerikaner tun. So sind wir. Wir sind erfinderisch. Wir entdecken. Wir suchen nach neuen Lösungen für einige unserer größten Herausforderungen. Weil wir hartnäckig sind, haben wir schließlich auch Erfolg. Ich glaube, wir werden das wieder schaffen. Heute werden die amerikanischen Bürger den Kongress beobachten um zu sehen, ob er ebenfalls auf die Zukunft setzt.

Viele, die sich mit der Entwicklung der Menschheit auseinandersetzen, betrachten die Kulturdiplomatie als Mittel zur Förderung und Stärkung von Frauen und Mädchen auf der ganzen Welt – besonders jetzt, da Experten erkennen, dass Frauen in politischen und wirtschaftlichen Prozessen vieler Länder unterrepräsentiert sind.

„Frauen und Mädchen, Kulturdiplomatie und weitere Öffentlichkeitsarbeit – ich kann mir keine spannendere Kombination für alle Anwesenden vorstellen, die sich damit befassen, das Potenzial dieses Teils der Weltbevölkerung freizusetzen”, sagte Tara Sonenshine, stellvertretende Vorsitzende des U.S Institute of Peace (USIP) und die von Präsident Obama vorgeschlagene Kandidatin für das Amt der Staatsekretärin für Öffentlichkeitsarbeit und öffentliche Angelegenheiten, in einer Grundsatzrede bei einer Veranstaltung mit dem Titel „Hip Hop Diplomacy: Connecting Through Culture” am 27. März.

Frauen machen zwar die Hälfte der Weltbevölkerung aus, sind aber insbesondere in den politischen und wirtschaftlichen Prozessen sowie in Friedensprozessen einiger Länder deutlich unterrepräsentiert, fügte Sonenshine hinzu.

„Es ergibt keinen Sinn, Frauen und Mädchen zu übergehen, wenn man Frieden, Sicherheit oder beides erreichen will“, sagte sie.

Sonenshine und andere Diskussionsteilnehmer sprachen über persönliche Erfahrungen damit, was Kulturdiplomatie für Frauen und Mädchen bewirken kann.

„Ich befand mich noch im Flugzeug, als ich eine weibliche Pilotin bemerkze“, sagte Belia Zibowa, Basketballtrainerin aus Simbabwe.

Durch das vom US-Außenministerium geförderte Programm für Basketball SportsUnited besuchte sie zum ersten Mal die Vereinigten Staaten. Der Austausch im Rahmen der Kulturdiplomatie eröffnete Zibowa ein anderes Bild der Rolle der Frau in der Gesellschaft.

Tiffany Roberts Sahaydak, ehemalige Spielerin der amerikanischen Frauenfußball-Nationalmannschaft und Trainerin an der Virginia Commonwealth University, betonte, dass beide Seiten von dem Austausch profitieren. Sie sagte, dass sie jedes Mal, wenn sie als Sportbotschafterin an einem Programm teilnimmt, etwas daraus mitnehme.

„Ich habe gelernt, dass wir alle gleich angefangen haben, mit Träumen, Hoffnungen und Leidenschaft”, sagte sie.

Neben Sport- und Bildungsprogrammen wurde zudem in den Diskussionen untersucht, wie ein Kunstaustauschprogramm Frauen und Mädchen fördern kann.

„Ich habe [das Gedicht „Invisible Woman“] zu Beginn für die Künstler rezitiert, um mich vorzustellen, und die Frauen, von denen viele des Englischen gar nicht mächtig waren, sagten: ,Wir fühlen, was das bedeutet‘“, erklärt Toni Blackman, die erste Hip-Hop-Botschafterin der Vereinigten Staaten.

Ihre Worte spiegeln die universelle Sprache wider, die häufig der Musik und der persönlichen Anziehungskraft von Kultur im Allgemeinen zugeschrieben wird.

Unter den Teilnehmern der Veranstaltung waren auch Soultana, eine Hip-Hop-Künstlerin aus Marokko, Therese Steiner und Tumi Mosadi von GlobalGirl Media, Adam Ereli, 1. Stellvertretender Abteilungsleiter für Bildung und Kultur, Lisa Delpy Neirotti und Mary Jeffers von der George Washington University.

Invest in a Clean Energy Future by Ending Fossil Fuels Subsidies | The White House




Earlier this month, President Obama called on Congress to repeal the $4 billion annual subsidies we give to oil companies, and they are scheduled to vote on doing so today. Investing in an all-of-the-above energy strategy requires the putting the right incentives in place.

Instead of subsidizing the fossil fuels of the last century by giving away $4 billion of taxpayer money each year to oil companies that are more profitable than ever, we should be investing in a clean energy future -- especially when gas prices are high and drivers, whose budgets are already stretched thin, are feeling the pain at the pump.

Just midnight on Saturday morning, President Obama boarded Air Force One and departed for a trip to South Korea. After crossing the International Date Line, he arrived in Seoul for a nuclear security summit. 

As part of the trip, the President today got a first hand view of North Korea as he toured to the DMZ and met with U.S. troops stationed on the border. He told the servicemen and women, "Everybody back home could not be prouder of what you guys do each and every day -- the dedication, the professionalism that you show."

The President also kicked off the three days of diplomacy with a pair of bilateral meetings -- with Prime Minister Lee Myung-bak of South Korea and Prime Minister Erdogan or Turkey.

The House Republican Budget - Infographic | The White House



Good morning --

Every day, you and your family make choices about how you spend your money and what investments you make. Leaders in Congress do the same thing when they draw up their budgets for the country. And if you spend some time with their plans, you learn what they value, you see the type of country they want America to be.

So when Congressman Paul Ryan put out a new budget for the House Republicans this week, we spent some time with it. We took a careful look and did the math.

Here's what we learned.

Republicans in Washington want to give millionaires and billionaires an average tax break of at least $150,000. They want to pay for those tax cuts by slashing programs that create jobs and protect our children, our seniors, and the veterans who have fought for the country. They want to end Medicare as we know it. And they want to undercut our economic strength by rolling back key investments in education, research, and our nation's roads and bridges.

President Obama believes we need to live within our means and that's why he put forward a balanced plan that reduces the deficit by more than $4 trillion. But the plan put forward by the GOP fails that test of balance.

To show you what we mean, we've put together an infographic that breaks out the kinds of priorities we'd have to give up for the $150,000 tax break that Republicans want to give to the nation's millionaires and billionaires.


The more people who share it, the more folks will understand what's at stake and how we can do better for the middle class.

Asquino, a career member of the Senior Foreign Service with the rank of Minister Counselor, currently serves as the Executive Assistant in the Office of the Under Secretary for Civilian Security, Democracy, and Human Rights at the U.S. Department of State.  From 2010 to 2011, he served as a Senior Public Diplomacy Fellow at George Washington University.  Previously, he served as Deputy Chief of Mission at the U.S. Embassy in Sudan and at the U.S. Embassy in Kazakhstan.   Mr. Asquino has also served overseas in Caracas, Panama City, Madrid, Bucharest, Santiago, and Tashkent.  In Washington, he has served as the Principal Deputy Coordinator for Reconstruction and Stabilization at the U.S. Department of State.  Mr. Asquino received his A.B. and Ph.D. in American Civilization from Brown University.

Derek H. Chollet, Nominee for Assistant Secretary of Defense for International Security Affairs, Department of Defense
 

Derek H. Chollet is the Senior Director for Strategic Planning for the National Security Staff at the White House.  From 2009 to 2011, he was Principal Deputy Director in the Office of Policy Planning at the Department of State.  Prior to joining the State Department, Mr. Chollet was a Senior Fellow at the Center for a New American Security (2007-2009), a Nonresident Fellow at the Global Economy and Development Program at Brookings Institution (2006-2009), Adjunct Associate Professor for the Security Studies Program at Georgetown University (2006-2009), and a Fellow for the International Security Program at the Center for Strategic and International Studies (2005-2007).  From 1999 to 2001, he served as Chief Speechwriter for the U.S. Ambassador to the United Nations Richard Holbrooke and Special Adviser to Deputy Secretary of State Strobe Talbott.  Earlier in his career, Mr. Chollet worked as a research assistant for Warren Christopher (1997-1999), Richard Holbrooke (1997-1998), and James A. Baker III (1993-1995).  Mr. Chollet holds a B.A. from Cornell University.

Dr. Kathleen H. Hicks currently serves as Deputy Under Secretary of Defense for Strategy, Plans, and Forces.  Previously, from 2006 to 2009, she was a Senior Fellow at the Center for Strategic and International Studies (CSIS).  Before joining CSIS, from 1993 to 2006, Dr. Hicks served in a variety of career civil service positions within the Office of the Under Secretary of Defense.  These roles included Director for Policy Planning and Director for Homeland Defense Strategic Planning and Program Integration.  Dr. Hicks holds an A.B. from Mount Holyoke College, an M.P.A. from the University of Maryland, and a Ph.D. from the Massachusetts Institute of Technology.

Dr. Susanna Loeb is a professor of education and Director of the Center for Education Policy Analysis at Stanford University.  She also serves as a Senior Fellow at the Stanford Institute for Economic Policy Research, Director of the Institute for Research on Education Policy and Practice, and Co-Director of Policy Analysis for California Education.  In addition to her work at Stanford, Dr. Loeb is currently a policy council member with the Association for Public Policy Analysis and Management, co-editor of Educational Evaluation and Policy Analysis, and a Faculty Research Fellow with the National Bureau of Economic Research.  From 2010 to 2011, Dr. Loeb served as President of the Association for Education Finance and Policy.  She previously served as a member of the National Research Council Committee on Test-Based Accountability and the Council Committee on Evaluation of the Impact of Teacher Certification by the National Board for Professional Teaching Standards.  Dr. Loeb received a B.A. in Political Science and a B.S. in Civil Engineering from Stanford University, and an M.P.P. and Ph.D. in Economics from the University of Michigan.

NATO is gearing up for next year’s meeting of heads of state and government in Chicago on 20-21 May. In the margins of today’s meeting of foreign ministers in Brussels, NATO Secretary General Anders Fogh Rasmussen and US Secretary of State Hillary Rodham Clinton unveiled the official Summit logo. The design highlights the Chicago skyline.

“Chicago is a city built upon diversity and determination,” Mr Fogh Rasmussen said. “Those values underpin NATO too. So Chicago is a fitting host for the NATO Summit, as we endeavour to implement our vision of an Alliance ready to tackle the security challenges of the 21st century.”

In her remarks before the unveiling of the logo, Secretary Clinton stated that “President Obama is very excited about being able to host the NATO Summit in Chicago” and was looking forward to “what will be another very significant NATO Summit”.

The Chicago Summit will be the first NATO Summit in the United States since 1999, when the Alliance celebrated its 50th anniversary in Washington.

The Secretary General commented on his vision for NATO and the Summit in a speech on 30 September 2011: “In Chicago, I am confident that you will see a NATO Alliance demonstrating its strong solidarity even in difficult economic times.  An Alliance that is committed, capable and connected.”

WASHINGTON – (AD) – Nachfolgend veröffentlichen wir die am 1. März 2012 ergangene Proklamation von US-Präsident Barack Obama anlässlich das Irish-American Heritage Month.

Über Jahrhunderte hinweg haben Irland und die Vereinigten Staaten eine stolze und dauerhafte Partnerschaft aufgebaut, die sich auf gemeinsame Werte und eine gemeinsame Geschichte gründet. Viele Generationen von Iren haben den Atlantik auf der Suche nach Wohlstand überquert. Heute prägen etwa 40 Millionen ihrer stolzen Nachfahren auf unverwechselbare Art und Weise die Vereinigten Staaten von Amerika. Ihre Geschichten, die so vielfältig sind wie die Einwohner unseres Landes, erfüllen uns mit Demut und inspirieren unsere Kinder, die Chancen zu nutzen, von denen unsere Vorfahren geträumt haben.

Über Hunderte von Jahren hinweg sind irische Frauen, Männer und Kinder aufgebrochen und haben die Küste Donegals und die Klippen von Dingle hinter sich gelassen. Auf überfüllten Schiffen und bei gefährlichem Seegang haben diese unerschütterlichen Reisenden voller Hoffnung gen Horizont geschaut. Viele von ihnen ließen Wertsachen, Grundbesitz oder Stabilität zurück. Stattdessen aber brachten sie die wahren Schätze ihres Landes mit sich – Liedgut und Literatur, Humor und Tradition, Glaube und Familie. Als sie an unseren Küsten landeten, teilten sie dies großzügig mit uns und bereicherten damit unsere Dörfer, Städte und Gemeinden im ganzen Land.

Heute denken wir an den unbeugsamen Geist dieser irischen Amerikaner zurück, deren Stärke dazu beigetragen hat, kilometerlange Kanäle und Eisenbahnstrecken zu bauen, deren irischer Akzent in Mühlen, Polizeiwachen und Feuerwehrhäusern im ganzen Land widerhallte, und deren Blut vergossen wurde, um eine Nation und eine Art zu Leben zu verteidigen, die sie mit geprägt haben. Die Töchter und Söhne Erins haben Hungersnot, Armut und Diskriminierung getrotzt und große Stärke und unerschütterlichen Glauben bewiesen als sie alles taten, um ein Land mit aufzubauen, das die Reise wert war, die sie und so viele andere einst unternommen hatten. Während des Irish-American Heritage Month würdigen wir ihr Vermächtnis – ein Vermächtnis des Durchhaltevermögens und der harten Arbeit. Wir lassen ihr einzigartiges Engagement für eine bessere Zukunft für alle Amerikaner weiterleben.

AUF GRUND DESSEN ERKLÄRE ICH, BARACK OBAMA, Präsident der Vereinigten Staaten von Amerika, kraft des mir durch die Verfassung und die Gesetze der Vereinigten Staaten verliehenen Amtes, hiermit den Monat März des Jahres 2012 zum Irish-American Heritage Month. Ich rufe alle Amerikaner dazu auf, diesen Monat mit Feierlichkeiten zu begehen, um den Beitrag der irischstämmigen Amerikaner zu unserem Land zu würdigen.

UK Prime Minister David Cameron Arrives at the White House | The White House

In a ceremony steeped in tradition, U.S. President Obama -- together with the First Lady, the Vice President and Dr. Biden -- welcomed Prime Minister David Cameron and his wife, Samantha, to the White House on behalf of the American people.

The two leaders reviewed the troops assembled as an honor guard for the occasion, acknowledged a few bits of slang each had picked up from the other, and and talked about "the rock-solid alliance" between the United States and the United Kingdom.
The President said:
"We stand together and we work together and we bleed together and we build together, in good times and in bad, because when we do, our nations are more secure, our people are more prosperous, and the world is a safer and better and more just place. Our alliance is essential -- it is indispensable -- to the security and prosperity that we seek not only for our own citizens, but for people around the world".
That was a sentiment echoed by the Prime Minister:
"The partnership between our countries, between our peoples, is the most powerful partnership for progress that the world has ever seen. That is why whenever an American President and a British Prime Minister get together, there is a serious and important agenda to work through. And today is no different. Afghanistan, Iran, the Arab Spring, the need for trade, for growth, for jobs in the world economy, the biggest issues in the world -- that is our agenda today".

THE U.S. PRESIDENT:  Good morning, everybody.  Before I make an announcement about our efforts to stand up for U.S. businesses and U.S. workers, I’d like to say a few words about the situation in Afghanistan.

Over the weekend, as many of you know, there was a tragic incident in which a number of Afghan civilians were killed.  What I’ve made to President Karzai when I spoke to him is that the United States takes this as seriously as if it was our own citizens and our own children who were murdered.  We’re heartbroken over the loss of innocent life.  The killing of innocent civilians is outrageous and it’s unacceptable.  It’s not who we are as a country, and it does not represent our military.

And for that reason, I’ve directed the Pentagon to make sure that we spare no effort in conducting a full investigation.  I can assure the American people and the Afghan people that we will follow the facts wherever they lead us, and we will make sure that anybody who was involved is held fully accountable with the full force of the law.

Yesterday, I met with General Allen and Ambassador Crocker, who were here in Washington, and I’ve extraordinary confidence in them and in the many Americans who are serving in Afghanistan and who have made extraordinary sacrifices to be there.  Today I’ll be meeting with Prime Minister Cameron, who is part of our broad coalition serving in Afghanistan, and we’ll have an opportunity to consult about the way forward as we prepare for the NATO summit in Chicago later this spring.

So make no mistake, we have a strategy that will allow us to responsibly wind down this war.  We’re steadily transitioning to the Afghans who are moving into the lead, and that's going to allow us to bring our troops home.  Already we’re scheduled to remove 23,000 troops by the end of this summer, followed by -- following the 10,000 that we withdrew last year.  And meanwhile, we will continue the work of devastating al Qaeda’s leadership and denying them a safe haven.
There’s no question that we face a difficult challenge in Afghanistan, but I am confident that we can continue the work of meeting our objectives, protecting our country and responsibly bringing this war to a close.

Now, one of the things that I talked about during the State of the Union address was making America more competitive in the global economy.  The good news is that we have the best workers and the best businesses in the world.  They turn out the best products.  And when the playing field is level, they’ll always be able to compete and succeed against every other country on Earth.

But the key is to make sure that the playing field is level.  And frankly, sometimes it’s not.  I will always try to work our differences through with other countries.  We prefer dialogue.  That’s especially true when it comes to key trading partners like China.  We've got a constructive economic relationship with China, and whenever possible, we are committed to working with them to addressing our concerns.  But when it is necessary, I will take action if our workers and our businesses are being subjected to unfair practices.

Since I took office, we’ve brought trade cases against China at nearly twice the rate as the last administration, and these actions are making a difference.  For example, we halted an unfair surge in Chinese tires, which has helped put over 1,000 American workers back on the job.  But we haven't stopped there.

Two weeks ago, I created a Trade Enforcement Unit to aggressively investigate any unfair trade practices taking place anywhere in the world.  And as they ramp up their efforts, our competitors should be on notice:  You will not get away with skirting the rules.  When we can, we will rally support from our allies.  And when it makes sense to act on our own, we will.

I just signed a bill to help American companies that are facing unfair foreign competition.  These companies employ tens of thousands of Americans in nearly 40 states.  Because of subsidies from foreign governments, some of their foreign competitors are selling products at an artificially low price.  That needs to stop.

This morning, we’re taking an additional step forward.  We’re bringing a new trade case against China -- and we’re being joined by Japan and some of our European allies.  This case involves something called rare earth materials, which are used by American manufacturers to make high-tech products like advanced batteries that power everything from hybrid cars to cell phones.

We want our companies building those products right here in America.  But to do that, American manufacturers need to have access to rare earth materials -- which China supplies.  Now, if China would simply let the market work on its own, we’d have no objections.  But their policies currently are preventing that from happening.  And they go against the very rules that China agreed to follow.

Being able to manufacture advanced batteries and hybrid cars in America is too important for us to stand by and do nothing.  We've got to take control of our energy future, and we can’t let that energy industry take root in some other country because they were allowed to break the rules.  So our administration will bring this case against China today, and we will keep working every single day to give American workers and American businesses a fair shot in the global economy.

We're going to make sure that this isn’t a country that’s just known for what we consume.  America needs to get back to doing what it's always done best -- a country that builds and sells products all over the world that are stamped with the proud words:  "Made in America."  That’s how we create good, middle-class jobs at home, and that’s how we're going to create an economy that’s built to last.
